I have a problem regarding set up shop on Instagram!

I followed the exact steps in this link https://support.rocketspark.com/hc/en-us/articles/360001301368-How-to-enable-Instagram-Shopping-  until step number 3, nothing changed on Instagram and the products catalog appears only on a FB business manager, not on the Facebook page so what is the problem?
