How to counter illegal activities?

Recently read the article on https://www.forbes.com/sites/daviddawkins/2020/01/23/fishy-business-russian-tycoon-vitaly-orlov-faces-possible-loss-of-billionaire-status-as-london-court-battle-nears-its-end/ about trial of  Russian tycoon Vitali Orlov/Norebo. In short, the case is about the great amount of offshore money and bribes. This is just one case. But there are many situations in the world that ordinary people do not even know about. Why aren't governments opposing this? In my opinion, such situations have already become a global problem that clearly needs to be addressed!
